AHC Greater Baltimore is partnering with The Michaels Development Company and the Housing Authority of Baltimore (HABC) to revitalize a massive 62-acre, 1940s public housing community on Baltimore’s southeast side. When fully complete, the O’Donnell Heights redevelopment will offer over 900 new affordable and market-rate townhomes and apartments, as well as more than six acres of new parks and green space.
The homes are the first new development in the Southeast Baltimore neighborhood in many years. The first phase with 76 townhomes opened in mid-2014. Half of the finished homes are deeply affordable using a Project-Based Section 8 contract with 27 reserved for current and former public housing families. The remaining units are available to families earning up to 50% of the Area Median Income.
The next phase of construction, which includes 68 affordable rental apartments, was completed in early 2018. This phase also includes a multi-purpose meeting space, a resident services office, and a quarter acre of green space for residents. The development is a suburban/urban hybrid that combines a traditional street grid with close-together homes, sidewalks, alleys and patios. The community also offers a new playground with splashpad, and a computer room. A new community center will be constructed in future phases.
The Green Communities-certified project also provides long-term environmental features, including landscaped micro bio-retention facilities to effectively manage storm water runoffs. AHC is working with the Housing Authority of Baltimore City (HABC) on master planning for future phases of this long-term redevelopment project.
